Kamen Rider studio Toei now makes film with generative AI, sets first games for 2027

Toei, the Japanese studio behind Kamen Rider and the Super Sentai shows that America turned into Power Rangers, has drawn up internal rules for generative AI and is already putting it to work on its films and TV series. Its chief executive, Yoshimura Fumio, said so on stage at the Taiwan Creative Content Fest in Taipei, as Variety reported.
The use is not hypothetical: according to Yoshimura, AI is already generating backgrounds for Toei productions, and office teams lean on it for data work and internal questions. He framed it as an expansion rather than a threat to staff.
AI is not something that takes away jobs, but a tool that expands the possibilities of expression and business.

The same talk finally gave a timeline to Toei Games, the publishing label the company opened this year for its 75th anniversary. HINO, a 2D dark fantasy from UnGloomStudio about an amnesiac girl with a red ribbon and a skeleton companion, comes first in early 2027. KILLA, a murder mystery by Black Tangerine with nine suspects who all share one name, and DEBUG NEPHEMEE, in which players juggle four screens at once, follow from spring 2027. Each one lands on Steam before moving to Switch, PlayStation and Xbox, and the Steam pages already list them under the TOEI GAMES publisher name.
Notably, none of the three uses a Toei character. For a company that has lived off Kamen Rider for 55 years, that is a deliberate bet on new ideas: Yoshimura wants games to become the place where stories start, a role novels and comics used to play. The wider plan, called Toei New Wave 2033, aims to lift the overseas share of sales from 30% to 50%.
What Toei has not shared is the rulebook itself: which shows use AI, where the limits sit, and how credits will reflect it. Exact console dates for the games are also still open.
